Biography

Carla Serrão is a seasoned international development specialist with 25 years of experience working across the UN system, Ministries, multi-national development agencies, and the private sector in Africa. She is an expert in sustainable development, financial inclusion, an outstanding communicator, gifted in policy advisory, evaluation, and guiding stakeholder collaborations through complex projects to reach common objectives. Her work is grounded in systemic thinking, stakeholder mobilization, governance strengthening, gender equity, and knowledge sharing. She is known for her policy advisory capacity, facilitation of donor partnerships, and development of training tools and impact evaluations. Currently pursuing her Ph.D. research covering Informal Economy Nexus Energy transition Nexus Gender in Angola at the NOVA SCHOOL OF SCIENCE AND TECHNOLOGY | FCT NOVA and has an MSc in African Studies from Lisbon University. Ms Serrao is an Angolan and Portuguese citizen.
